After selling his successful medical business, W. D. 'Doug' Frank became the owner of the New Mexico Scorpions on May 1, 2001, acquiring the CHL franchise from Michael Plaman. He added another CHL franchise to his ownership when he acquired the Corpus Christi IceRays from the league on December 9 2002. In his ownership, the franchise was known as the Corpus Christi Rayz.
Frank sold the Scorpions to David Dewar, Dave Ellett, Ken Losch, Brian Savage and Robin Woolcox on January 24, 2006. He also sold the Rayz to Brent Chesney, Patrick Dunn and Tim Lange on June 9, 2008.
