Paul Loicq was a player, coach, referee and an executive. In 1922 he became president of the International Ice Hockey Federation, position held until 1947. During his tenure ice hockey became an Olympic sport and IIHF World Championships were created. He passed away on March 26, 1953. Loicq was posthumously inducted to the Hockey Hall of Fame in the Builder category in 1961.
